老百姓俗称的"烂尾楼",在建设部门口中有个稍显文雅的称呼——"停、缓建"项目:指已办理用地、规划手续,项目开工后,因开发商无力继续投资建设或陷入债务纠纷,停工一年以上的房地产项目。造成烂尾楼形成的原因较多,如在建楼盘的开发商破产、缺乏建设资金、项目涉及经济纠纷、开发商违法违规导致工程停工。其中多半是因为资金链条断裂,工程未完,开发商已拿不出钱来,银行也不愿继续贷款,而项目又无法转让给其他投资人。 随着经济的发展,特别是GMS会议召开前后,"烂尾楼"逐渐成了不少开发商眼中的"香饽饽"。位于西园路与滇池路交叉口的可乐公寓,原本是一栋写字楼,由于种种原因这栋楼一直处于闲置状态。自从被房地产公司接手后,经过改建包装,把原本闲置的写字楼变成了一栋以小户型为主,兼顾大中户型的住宅楼,一楼临街的房间全部改造成为商铺,使得原本闲置的烂尾楼得到了重新开发利用。 现在的物管负责人表示,可乐公寓开盘不久就销售一空。改造后的房价每平方米3800-4200元左右。目前,均已经入驻了不少商家,物业费用达到1.6元/平方米,高过附近的写字楼。位于西苑立交桥旁的熙城大厦、塘子巷的昆旅大厦,也都沿用这一模式,农垦经贸中心、省铁路建设指挥部业务综合楼、金泽大酒店等则采取寻求项目整体转让。 王志国认为,刺激小户型楼房市场需求的另外一个动因是,昆明实施了二环路以内只拆不建的政策,这一政策直接导致了昆明二环路以内土地趋于零供应,地价上扬,而土地是房价的主要决定因素,所以二环路内房屋价格一直处在高端运行,这直接刺激了小户型房屋市场需求的增长,"二环路以内大小户型都很畅销,这是地段优势导致的结果。" 利润超高引人入胜 业内人士认为,黄金地段、国家土地紧缩政策、城市不断扩建,这些元素加在一起,让开发商重新瞄准了烂尾楼。经过了若干年日晒风吹和长时间市场挣扎的烂尾楼,能咸鱼翻身最大的动力是,昆明城区土地量供应趋紧,直接拉动身处老城区黄金地段的烂尾楼身价陡涨,"烂尾楼最大的投资价值就是所处地段。"嬗变成功的昆旅大厦负责人介绍,当初投资者之所以愿意投资昆旅大厦,就是看中了这一地段。目前,昆旅大厦写字楼出租率达100%,大厦下属的酒店、商场经营状况也很让投资方满意。 目前昆明的烂尾楼项目开发时间都不短,项目底价自然就不是很高,再加上长期搁置,出售方的心理预期也就不会太高,投资商往往可以用较少的资金拿下。这对缺少土地储备、希望进军地产市场的开发企业可谓短、平、快的捷径。另外,通过拍卖程序出让烂尾楼时,银行以及一些债权人急于收回资金,有的开发商用这些楼盘投资金额的一半甚至三分之一就可拍得,只要后期营销得当,投资烂尾楼堪比投资新楼盘。 据了解,一个正常楼盘从开发到上市起码需要两三年,但接手烂尾楼不需要报建、打地基等前期工作,开发一般只需半年到一年的时间和更少的资金,而其回报率却有可能高达150%至200%。 "烂尾"不"烂" 昆明的"烂尾楼"年限一般都在五到十年之间,钢精外露和长时间的日晒风吹,改造成住房后,质量和结构方面的可靠程度成为业主和投资人最为关心的话题。"都晾在外面那么长时间了,它的质量可能没有像它刚建的时候那么好",有这样顾虑的不乏其人。
